Castlerigg Consulting was established by James Blacklock and Lorna Dobson, both of whom have a long track record in delivering successful change within the public sector.
Lorna is an experienced Project & Programme Manager within the Public Sector and has a track record of establishing effective delivery partnerships across the North West. As Director of Service Improvement for the East Lancashire e Partnership she established two award winning shared services (Consultation and Procurement) across the five East Lancashire district authorities. As Head of Change Management at Leicestershire County Council, Lorna established a new Change Management Team and a wide ranging Corporate Change Programme. Since leaving the public sector, Lorna has been supporting a range of clients in delivering shared services and need led service design.
James Blacklock is an experienced Project & Programme Manager with a long track record of delivering complex change projects quickly and effectively. As the Connected Cumbria Programme Manager, James was responsible for delivering a series of successful e-Government and service improvement initiatives in the sub-region. Having successfully delivered a ground breaking pilot project, exploring the use of mobile technology to provide remote access to patient care records for a range of practioners, James is currently working alongside NHS Cumbria supporting the delivery of their integrated care programme in the South Lakeland locality.
