Richmondshire District CouncilHambleton District Council
A problem shared....
Castlerigg Consulting supports the development of an ambitious shared services programme saving £1.5m per annum across Hambleton and Richmondshire District Councils.

Hambleton and Richmondshire’s shared service journey began in April 2009, when a common vision was agreed to share the Chief Executive, Strategic Management Team and services across both councils, whilst retaining sovereignty.  In November 2009 Castlerigg Consulting was commissioned to facilitate the shared service programme and provide objective challenge and support drawn from their previous experience of successful shared service delivery. The support model we employed avoided buying in ill focussed ‘off the shelf’ thinking.   Instead Castlerigg was an integrated part of the team, sharing our knowledge and expertise to reduce risks, create pragmatic tools to fast track delivery and maximise the internal skills base.

This successful collaboration has gone from strength to strength, building and delivering a sustainable programme of sharing.   Our shared philosophy and approach worked well – that was to build around making real changes in real time, with people acting now, not simply talking and producing plans. These are innovative, rural district councils, seizing the opportunities that shared services provide, whilst improving value for money for their communities. 

Eden District Council
Tell Us Once: Change of Address Project
Providing information once, sharing across organisations: improving the customer experience.

Castlerigg Consulting developed and undertook a scoping study for Eden District Council on behalf of the six district councils and county council in Cumbria. This study looked at the opportunities to improve, and join up, the change of address process for customers across these tiers of local government, improve access to services, customer service and reduce incidences of avoidable contact. In addition, it was hoped this change of circumstance information would provide opportunities for more proactive provision of services after a customer has moved house.

The plan is to implement the recommendations in this report during 2009/10.



North Cumbria Acute Hospitals
North Cumbria Acute Hospitals NHS Trust Information Management & Technology Strategy
Ensuring information and technology provision is geared to the patient, organisation and business needs of this NHS Trust.

Taking a pragmatic approach, Castlerigg drafted an IM&T strategy which outlined a way of making best use of existing systems but providing new systems or capabilities where required.  The strategy also needed to be complimentary to adopting the national NHS programme for IT in the long term.  The IM&T strategy is rooted in clear patient and business requirements and looks at how technology can be enabler, not a driver, of delivering excellent clinical outcomes for patients.

Their approach to this was open, engaging and unconstrained which was really refreshing and this enabled the development of a clear vision that could be mapped to service improvement”

This strategy runs from 2009-2012 and is currently being implemented by this NHS Trust.
