Castlerigg Consulting supports the development of an ambitious shared services programme saving £1.5m per annum across Hambleton and Richmondshire District Councils.
Hambleton and Richmondshire’s shared service journey began in April 2009, when a common vision was agreed to share the Chief Executive, Strategic Management Team and services across both councils, whilst retaining sovereignty. In November 2009 Castlerigg Consulting was commissioned to facilitate the shared service programme and provide objective challenge and support drawn from their previous experience of successful shared service delivery. The support model we employed avoided buying in ill focussed ‘off the shelf’ thinking. Instead Castlerigg was an integrated part of the team, sharing our knowledge and expertise to reduce risks, create pragmatic tools to fast track delivery and maximise the internal skills base.
This successful collaboration has gone from strength to strength, building and delivering a sustainable programme of sharing. Our shared philosophy and approach worked well – that was to build around making real changes in real time, with people acting now, not simply talking and producing plans. These are innovative, rural district councils, seizing the opportunities that shared services provide, whilst improving value for money for their communities. The achievements include:

A programme of 23 services in implementation by December 2010
By August 2010, shared delivery of 48% of services achieved with another
43% being implemented and 9% under consideration
Current efficiencies of £553,000 and yearly projected savings of in excess
of £1.5m
